first ss/fixed - need a wheelset
 

Hi, new to the forums as a poster, but have been lurking for a while. I'm putting together my first ss/fixed build and need to find a wheelset for it. I've chosen a 55cm pake track frame for its superb affordability, so I would like to not spend more on my wheels than I did on my frame. I would like to end up with a wheelset at my door with tubes and tires ready to roll for no more than $175 if possible. I'm also using this fork:

I've searched the forums on this topic, but felt as though I needed to make a post with my specific information. I will be riding with a front brake, and would like a flip flop hub. I mostly ride casually, around town, to and from work - no racing, tricks, or even long distance. I'm not even sure what size wheels I should be looking at.
A friend I work with is selling a wheelset from a Specialized Langster for $100, but he is the second owner of them and hit something with his back wheel and blew out the tire, so it would need a new back tube and tire, but possibly has some damage or at least a lack of trueness that I would have to take it into a shop right out of the gate.
Some help please? I could use it, got talked out of buying a complete in order to get some better components, but now I feel a bit lost at sea.

***also trying to fit a pretty wide tire on the 700c wheel, I'm ok with losing the speed to gain control and confidence, I'm new to road riding.
