New Crosslake bike-rattling and wheel loose?

I've had my Crosslake (ebay) bike for a couple days, and since day 1 there has been a rattling sound coming from the rear when I ride over bumps or rough surfaces. Also, I can move the rear wheel from side to side a bit. Is this normal? I've tightened the wheel down as hard as I can. Help would be appreciated.

do you ride with a presta valve nut? if so, take it off and see what happens.

take off the wheels and tighten the cones with a cone wrench or your hand, or a cresent wrench, or whatever
