Do I need it? I figure as long as I make sure I regularly service it there should be no problem... what do you think?

it will keep any crap falling into the bearings from inside the frame it kinda provides a sealed environment for your BB
you could leave it out but it would ultimately be foolish.... and pointless

This thread has more dumb answers than usual for BF - good job guys.
OP - it's really only needed if you have a drainage hole or cutout on the BB shell; the idea is that water that gets in through the bottom will hit the sleeve and drain out again without coming in contact with the grease and bearings and all that. So, not necessary but definitely handy if you ride on the street, in the rain, and have a drilled shell.
It's pretty easy to insert by hand, and remove with a needle-nose plier if needed.
