Yes, I suppose wheels like that would flex laterally. Why would you want to ride them?
Are you claiming you can feel radial flexing, too?

I have no idea what causes the flexing, but you can feel it, especially out of the seat hammering.
And no , as for radial, other than a straight spoke I have no idea what the benefit might be.

My question is not whether you can feel flexing in a wheel that is radially laced. I'm asking if you can feel flexing in a wheel, laced in any way, along the radius.

I'm terrified at the thought of a radially laced rear wheel. Any torque on the spokes is pulling it off it's optimal position, it sounds sketchy.

I bought a generic fixed gear bike in October. I posted pictures of it last week here. The hubs and spokes are generic. The rims are -- uh -- Arriv? Is that a rim brand? The tires were too heavy, so I swapped them. The rims are heavy, too, but I'll keep them for now. This is a pretty nice bike, especially for the price.

This is not what people are talking about when they talk about stiffness, I'm not sure how you came to be asking such a question.

posted pics of the wheels mounted on my bike in the show your bike thread.
front: velocity aerohead to low flange formula (iro hub in the bargain basement). DT 15g straight gauge 3x laced with 2 twists at 3rd crossing
rear: also aerohead/iro bargain basement low flange (20 bucks for cartridge bearing hub is great imo) with dt double butted 15g spokes 3x (no twists, didn't want to mess too much with the rear wheel)
