Rust coming from under lockring

So two days ago, it was raining on and off, and my bike got soaked multiple times by passing showers while locked up. The next day, I was switching out the chain ring and when I went to loosen the back wheel, I noticed rust that seemed to be coming from under the lockring. The hub is aluminum so I'm not sure where the rust could be coming from...I guess the threads of the cog or lockring?

Either way, I tried to take the lockring off today and no matter how hard I turned I couldn't get it to budge. Am I the new, proud owner of a rusty, permanently 18t cog setup on this wheel? Or will it come off with a bunch of WD-40? I'm afraid that if I try and get it off and the threads are exposed and possibly binded, I'll destroy the hub. Anybody have this happen before, or maybe just some general advice?

Once I get to the cog I will reverse rotafix, but for now the lockring is the main obstacle, can't get it to budge.
