full fenders and mini u-lock
I am very close to ordering a pair of full fenders from my local bike shop. I plan on getting the 38mm size since 28s are as large a tire that my frame will take. I typically ride with 23s or 25s. I am definitely looking forward to keeping dry and my bike clean and the chrome fenders will be a nice touch on the frame.
My only concern is my locking strategy: I use a mini kryptonite fahgettbouddit u-lock through my downtube, rear wheel, and bike rack or parking meter. The clearance is already tight as is. Will I be able to continue locking in this manner? I realize it's hard to say since it all depends on the sizes of the u-lock, locking post, rims, tube diameter, etc...but has anyone had any experience with not being able to lock up properly due to full fenders?

Just lock around the rear wheel (through the stays). It's called Sheldon's method and is just as safe, unless the thief cuts through the wheel.

if you can already fit your mini around the seat tube and rear wheel, a tiny slice of metal sitting in between the two shouldn't change things too much.
I might be horribly wrong though, install the fenders and see.
