Does anyone here actually own a Kilo? I don't think I've seen any around lately :x

(A variety of handlebars with a variety of tubing diameters exist, as well as a variety of clamp diameters on brake levers; find out what your bars are, and get a brake lever with a clamp that matches them.

You don't need a bottom bracket tool unless you plan on taking out the bottom bracket, which you don't usually need to do.)

The lockring and cog that come on the Kilo TT are "standard" sized threading. Be careful with removal, as a lot of people have had problems with stripping the threading on the stock rear hub.

The stock handlebars are 25.4mm. If you find a 26mm brake lever, it will work. You may just need to put a strip of electrical tape around the bars before installation of the lever.

buy new bars, then a brake, as you will most likely replace them soon enough.
