The Fuji track is basically a Fuji branded Kilo. I know someone will disagree but put them side by side and you can see the resemblance in both looks and build quality. Personally I lean towards the Kilo because I own one and love it, but also because of the price. You get a great frame, mind you its nothing more than double butted 4130 chromoly but unless you're looking to go more exotic for weight savings you can't beat the durability of this frame. SOMA makes an awesome frame and their geometry is great for city riding but the $399 price for the frame alone is really steep IMO.
Best bang for the buck is the Kilo TT PRO, everything on that bike besides the saddle and handle bars is worth the price difference from the regular kilo. Even the stock wheels are holding up flawlessly on my bike and at the price they're going for I don't have to worry about locking it up outside or worry about someone jackin' it.

The Rush frame is nicer (better steel) than the Kilo TT frame, but at 300% of the cost of the Kilo. However, the Kilo is made of Reynolds 520 which is pretty nice actually. So it really depends on if you are willing to shell out the extra Benjamins for a slightly lighter frame. The welds on each look about the same quality and the geometry is similar.
Contrary to what the above poster said, I will say that the Fuji Track and the Kilo TT are not the same frame by any means. The Fuji Track has almost no toe overlap, and the Kilo TT has about the same amount of toe overlap you would find on a Pista. The Fuji Track, as has been stated in many other threads, is the same bike as the SE Draft. It is a bit more relaxed in terms of geometry and a little heavier.
Not sure if you are in the market for *just* the frameset or not, but I will say that BD offers the full build way cheaper than you'd pay yourself trying to build it up.

soma rush's tubing is tange prestige, which is light and snappy stuff, but is not recommended if you're heavy (ie, over 200 lbs) -- flex will become an issue at that weight, or so the conventional wisdom goes.
