Did you stay true?

For those of you who own a Mercier Kilo TT/ KHS Flite 100/ [enter generic brand frame of same manufacturer here], which of you went down a frame size over your standard fit and how many stayed with your "true" frame size? How has it effected your riding/handling/etc?
