Carrying a kid? (older)

So my kids are too big for child seats and I do not want to attach the tandem hook up.
They can ride on their own bikes however it's not always an option while living in Manhattan. I'd use it for school drop off or pick up, soccer practice, etc...
I can probably rig something to a rear rack however am concerned about their feet and the rear wheel spokes. Maybe pegs?
I also thought about an Xtracycle but space is an issue. (not sure it would fit in my elevator).
Does anyone have any ideas?

Practically everywhere in North America, putting 2 people on a bike built for 1 is illegal. You're pretty much stuck with some sort of tag along Xtracycle. Or a really big messenger bag?
