Sugino Messenger crank bolt torque

I did search before making this thread. I'm trying to find a recommendation of how many foot pounds of torque should be applied. For some reason I remember reading 40 pounds. If anyone could give me a suggestion I would greatly appreciate it. Thanks a lot.
