Correct me if I'm wrong, this item is for someone who wants to put a 26.0 handlebar or below onto a 31.8mm stem correct?

I'm looking to put a 31.8mm handlebar into a 26.0 stem

If you could accurately remove enough metal from the stem to allow this (Which would be very difficult indeed.) the remaining metal would probably be too thin to provide enough strength. You may also have interference between the new bar ant the bolt or bolts.
