i'd imagine he would like to race other cyclists as often as possible, yet, he'd fail miserably because he's riding a pursuit bike on the street.
what i think he is actually looking for is a frame with "aggressive" geometry (read: non-sloping dt)
in that case, i don't really know who is producing those as of today, but dig around. khs made an off-the-shelf "pursuit" frame that was nice looking.

there's a nemesis project pursuit frame floating around on sffixed that looks pretty nice. i think the guy is looking to trade to a bigger frame, but i'm sure he could put a price on it too.
