$5000 fixie
Ok, so say you won the lotto for $5000 and had no extra expenses. You decide, perhaps foolhardily, that you are going to spend it on the ultimate fixed gear bike. Build it from scratch or suggest a pricey complete. Please include pics and show everyone what you would do with this as your budget.

I'd buy 30 walmart bikes and race them. Then I'd pick the fastest of the 30 and ride that one to space.

Go to a frame school for what is usually a 2 to 3 week class. They bring you from oblivious to knowing how to create and build a frame and fork, and you actually do build the frame and fork yourself. Knowledge and a custom frame and fork made by you. They also usually teach you how to build-up wheels and such. Then take what $$ you have left and complete the rest.
Go Full Dura-Ace and HPlus's or Zips or something. Maybe all campy... Whatever tickles your berries.

1) Get a digital camera
2) Go up to random fixed gear riders in the street and offer to buy the bike they're riding, right there, in cash
3) Get a bike
4) Go up to random fixed gear riders in the street and pay them to swap my bike with the one they're riding, right there
5) Do that until the money's gone
6) Put it on YouTube an episode at a time
7) Send links to BikeSnob under several different email addresses until he links to it
8) Revel in my internet fame

Bicycle Repair Man !!!
Rarely drink, don;t do drugs, and have the best woman in the world.
I would have to buy a bike or take up drinking, boozing, and carousing.
On the 3 weeks to learn how to build a frame... this is just the basics.
Building a frame well takes a lifetime of devotion, much practice, and many failures along the way.
