Road Bike for a Shorter Guy

Hello! I'm new to he forum, but I've been lurking for a while I've searched through all the threads (I think) pertaining to bikes for shorter people. A lot of them are older, and archived, and the suggested completes aren't available anymore. So can you guys give me some updated suggestions?

Height 5'3"
Inseam - 27"
torso - 25
arm - 23

If I did measurement correctly, and if I got the correct forumula, I should be looking for a TT length of 45.72. I know these measurements are general, and isn't the end all but that's all I got for now.

Every bike I've looked at I'm at the bottom of the spectrum and beyond. I want to buy a complete, new. I would go for used, but just can't find anything near my size. So based on my height I guess I'll be looking for a frame for a 650c wheel set. I'm willing to spend around $500. Preferably cheaper the better, cause it's my first road bike, I don't want to worry about ruining it. I also want to get my hands on customizing a little, when I have time, so if I screw something up it won't be a bid deal. Please give me any suggestions you got for a short guy like me. Thanks!

I saw some 43 cm and 44 cm bikes on bikesdirect.com which should be just about perfect. I recommend the Mercier Kilo TT. I own one and it's great.

I've heard good things about that bike, but it has 700c wheel set, which won't fit for me, otherwise I would've got that.

I've seen guys shorter than you ride 700c wheels. I wouldn't worry about that.

Didn't a girl ask about 650c bikes recently and ppl suggested Fuji?

I think it was Fuji. Look into them.

I know it's possible, and from what I've read the TT length is more important. But I just don't like the idea of having the tube in my crouch when standing over it. Even though I won't be in that position all that much. I also like the idea of having something smaller, less weight, more fitting to my body.

I've seen the Fuji, but I can't find a retailer that isn't sold out. One is in the UK and would cost a fortune to ship. I've also looked at the Wabi Lightning which I can't find anywhere either.

Surly LHT or a Salsa Vaya. In your size they come with 26", but since you are looking for a frame set only you can build 650c wheels for them. That's what I'm doing with a Vaya Ti 52.5
