What is "tange plane gauge"?

It's the type of steel they use in Charge bikes, how does it compare to reynolds 520?

it's probably just non-butted 4130...which would be comparable to 520

Plain gauge steel (not "plane") just means straight gauge, non-butted tubing.

it means the wall thickness of the tubes is constant. 'butted' tubes are slightly thicker at the ends (where most of the stress is, both from riding and from heat during assembly). butted frames are a touch lighter, and arguably 'livelier'...but the differences are not dramatic.
