Lugged Mercier Kilo Team?

Just noticed on the Bike Island site that there's a Mercier Kilo that's lugged al the way around. No, not just the crown on the fork, the whole frame. Has anyone had any experience with this frame? it's $100 more than the classic TT, but I'm thinking it might be a slight step up?

There is just something about built in chain tensioners that appeals to me.
