Scratches on a Steel Frame
Is there any danger towards leaving deep scratches in steel exposed like in the attached images? Do I run the risk of rust, etc. if I don't cover these up? What's the easiest way to protect a bike that's been scratched like this?

Top one is already rusting. Clean it and cover it with touch-up paint.

I'd just clean it with alcohol or whatever degreaser and paint. It is just a dab of surface rust.

Surface rust is not a serious issue, its more of a cosmetic problem.
It will not be a risk for structural damage for the next 100 years. Put some touch up on it or ride as is.
steel wool + paint = problem solved.
