nope just a dumb idea, take a 700 fork put a 650 wheel and fit it with a looooooong reach brake caliper. take a look at the other pic on page 233 and you will see

No. Just a normal 700 fork. If he put a 700 wheel on there the top tube would slope towards the rear.

One of his fixay bros prob told him rear sloping top tubes were not tarck enough, and he just came up with this brilliant solution.
