That sucks. If he is still around I'd contact him and tell them what happened. He might replace it or fix it. Otherwise get an IRO they have a great warranty.

Sucks! Especially since it was a one-off from a small builder. If he's still around perhaps he can remedy the situation. Hope this wasn't your only ride.

On the lighter side, I'm looking forward to my next track frame tho!

Just as a wild, stab in the dark guess, I'd guess that one of the butt transitions of the seat tube just happens to end right at the end of the seat lug tang.
Can you say......'stress riser'?

At first the frame looked alright, my LBS (https://www.condorcycles.com/) looked at it and 'thought' it was fine. I got some forks and bars, etc. from them, and charged the van's company (which took 6 months to deal with!).
2 or 3 months later, I notice a tiny 'crimp' in the top tube. Now this! Since everything that was recorded was dealt with, it's not their problem...
And since it's a minimum of 2 tubes to be replaced and a powdercoat, it's more economical (and peace of mind) to look for a new frame

Could be?
Maybe straight gauge is better. I'm not completely familiar with all the pros/cons of different tubes.

That Condor is tres sexy, especially with the old skool paint/decals and bars/stem.
Definitely rough about the frame, though. Nothing like having a sweet ride with all the good character bite it.
Q for ya: when I was in Londontowne earlier this year, I noticed most of the messengers there riding geared rigs and in particular mtb's or cross setups. Nothing wrong with that, just curious if there's as much a cult of the fixie among messengers there.

Well, depending on how and where the ding is on the top tube, it could definitely lead to increasing the stresses in the seat tube.
However, such a radial break says to me 'that's where the butt transition was'.
That doesn't mean you shouldn't ride a butted frame, it just means that if you go lugged, don't put a butt transition right at the end of a tang!
That's why TIG is so cool, you see Oh yeah, and get your next frame in something like Columbus Zona - it's about 20-30% stronger than Thron.
Oh wait, I just road with a Pom who had a Condor jersey on. Are they a bike shop or a manufacturer or what?

mmmm, looking at that, I think i could weld it. Its not ideal certainly but I could tig weld it and grind the weld flat. It will be just as strong as the original tube, actually stronger, but it would include the lug so removal of the tube later and reinstallation would be hard. I guess I could avoid the lug and it wouldn't be bad. I would hate to say goodbye to a custom frame with a story.
