If you were....
Building a new set of wheels to ride around the potholed streets of San Diego on and you were going to go with Formula Hubs but you had the money to buy Phil Hubs what would you do? I am trying to justify the extra cost of Phil's for use on the street when Formulas have served me well so far. So what would you do? This going to be a performance and reliability based decision and not so much of a "I want the coolest hubs" decision.

I'd invest in getting either some Foer and nice double butted spokes (if you want deep profile) or just saying screw it all and grabbing ellipses.

Take the extra money and build two sets of wheels. Your rims will matter more for rough roads. Look at the new velocity A23's and run a bigger tire. Those roads won't feel so rough anymore.

2.2"+ twenty-niner tires will do a lot more to improve your ride over potholed streets than your hub selection.

I am builing up Salsa Delgados in 36h. Going to run some 35c Shwalbe Delta Cruisers on them. Oh, and I am using double butted spokes for the build.

if you're fine on either hub, performance wise, get the one you reeeeeally want and that you can afford.

It might be the Phils then. I have always held back becuase of price but I might splurge this time.

Hubs are one of the last things I'd splurge on. Because in the end, they all do about the same thing except for the really junky ones. Get the Phils if you want, but if you're willing to spend the money on those get some nice double butted spokes and pick out exactly what rims you want.

I built a set of wheels with Phils and I kinda regret, TBH. They are nice and all, but in retrospect I would have gone with a LF road hub in the front and something lighter in the back (possibly also LF).
I used DT Swiss rims and CXray spokes and would do so again.

After dealing with a few hubs, I'd rather spend my money on a good set of rims. Hubs vary in looks, but I am not one for phil's.... I vote All-City New Sheriffs laced to...Something that would look good, and work well on the bike
