Bob Jackson has Pauls. You may be able to buy some from them. I know I have seen them somewhere for $40, but I can't remember where.

Not building. Converting an old cromo frame with vertical dropouts.

If you're retrofitting an existing frame, the Henry James "Conversion Dropout" is probably your best bet. It has longer chainstay and seatstay tabs and accommodates a wide range of stay angles. After you determine the chainstay/seatstay angle for your application, you grind the excess material off of the tabs.
