advice on making shims

so i have a ritchey 1" threadless stem, trying to fit some older mustache bars in it. did a beercan shim along with putting electrical tape on the bar under the shim. still rotates a bit... any tips?

You need to know the diameter of the clamp and the diameter of the bars, then choose a shim material with thickness half the difference.

never had a problem with a "proper" beer can shim, of course I am a relatively small person and subsequently not very heavy. just tighten that down like crazy.

Electrical tape is just going to become a gummy mess; tightening down a kludge job 'like crazy' is a good way to put weird stresses on it. The correct answer has already been posted.

This isn't the best solution for parts that don't fit together correctly.
