IRO decals - under the clearcoat?

IRO decals - under the clearcoat?

Part of the plan for my townie/light road/brevet/general good-times project is a minimal aesthetic, as in no/minimal decals. I thought I remembered that the IROs came powdercoated with decals on top (removable). Is this still the case? Was this ever the case? I did some rudimentary Googling, and it looks like I might be wrong (but nothing definitive). Some of you are riding these, right?

My Phoenix frameset has clearcoat over the decals.

Oh well, back to the drawing board. Time to order a Pake frameset? Maybe.

I don't think it is removable without damaging anything.
