Depends on the feel and how much padding you like. I like Fizik and wear gloves with them. I don't really like spongy tape.

Should I build up a set of TB14s or Archetypes for my Kazane track bike?

Archetypes. Those are mean track wheels. That sweet rim shape is low profile and still aero.

Should I invest in a Wabi Classic frame for under 400, or should I buy a higher end aluminum frame like a Bianchi Super Pista for around 800.

Pistas run 5.1 pounds.

The Wabi probably has an ~800g fork, like most steel frames. You can easily cut a pound off that using a modern full carbon fork, which will be easy to do because the Wabi has a 1-1/8th headtube.

Ah, I see! That's a good point, I didn't think of the fork. Why do super pistes weigh so much?
