What's the likelihood of being able to use a 15mm box wrench for a pedal swap?

When I was in my early 20s I got my first job in a bike shop. As the low guy on the totem pole, I got the layoff in the winter. I then got a piecework job building wheels for a regional distributor of bike components (this was before the days of the cheap wheel building robot). Every week I'd come into the office with the wheels I'd built and pick up a new supply of hubs, spokes, and rims. I don't know how many hundreds or thousands of wheels I built that winter but my callouses were so thick I could take pizzas out of the oven with my bare hands.

Brown Bear, Sqrl Hunter
Am I correct in assuming that if I got this frame: https://www.somafab.com/archives/product/rush I could migrate everything over from my kilo except the seat tube? Fork/headset/etc all seem compatible. Although I'd want to replace the fork quickly.

I think I read on parktools to never use anything but a pedal wrench to install or remove pedals. Is this one of those bike rules that you're supposed to follow, but most people don't really do it and it doesn't matter?

You're also supposed to use a special track nut wrench, but a $5 15mm box wrench works just fine.
