Singlespeed & Fixed Gear "I still feel that variable gears are only for people over forty-five. Isn't it better to triumph by the strength of your muscles than by the artifice of a derailer? We are getting soft...As for me, give me a fixed gear!"-- Henri Desgrange (31 January 1865 - 16 August 1940)

They're guides, intended to guide the tire between the brake pads as your mechanic from the follow car changes your flat tubular in mere seconds.

You see them on higher end road brakes like Dura Ace and Ultegra.

Ironically enough, I have ultegra brakes on my cannondale. I guess they're similar, just not as big. I didn't put two and two together that they're the same thing.
