i know its not single speed but this is like my holy grail bike, i must own one. the single shifter/one chainring, track ends, and super short wheelbase, i love dis bike. i would totally have like a 110mm stem on it tho

Looks like a vintage TT bike. Probably purpose built. The seat tube connection to the DT was mostly used to reduce the chainstay. Great bike.

It's how you build a short wheel base frame if you don't have the tools to bend the seat tube. It does effectively the same thing.
