This is generally refered to as Bi-lam construction and his work is amazing, this takes a ton of time and skill. What is curious with that BB is that he didn't start with a blank BB shell, this one has sockets for the chainstays. It looks like he took a lugged BB shell and removed the original sockets, then fillet'd the new sockets on. Whatever he did, it looks amazing.

You can get bb shells that only have chainstay ports (or sockets) and are otherwise blank, that's what I meant before.

No, not really. He's fillet brazing lugs together, then building the frame. bi-lam can look the same once everything is built, but that's not what's going on here.

Why are bottom bracket shells open like that? I'm asking out of true ignorance.
Is it decoration or is there a functional benefit?

Mostly for decoration, but some sort of drain hole is useful to keep water from accumulating in the BB shell. The rear tire can throw water up at the top of the seat tube and it can finds its way into the frame.

Crappy pics of a stunning bike I saw at my LBS this weekend. The decorations look like the bike got a tattoo.

About 35 years ago I was living in Columbia, MO. And the late night movie theater instead of doing Rocky Horror ,played this grade B Italian movie. With a John Beloche short fat kinda guy who was tearing up the tracks of the 6 day bicycles races. So the competetors sent a bunch of naked women to distract him and wear him out. Complete with semi-sex scenes. That only made him faster. A very hilarious bicycle porn movie.

Looks like it was just etched, no?
Hmm.. actually kinda looks like the tubes must have been CNC'ed on a 5 axis machine?

The guys at the shop speculated it must have be done with a laser.
I hadn't thought about cutting them on a CNC mill. Obviously would have been done to the individual tube before it was welded.
The mystery just adds to the appeal.
