Bike manufactures with 650c wheelsets??
 
I'm looking for a track frame with a straight top tube with 650c wheelset. I understand the frame size will be extremely small... somewhere around 43cm.

I only know of SE, Fuji, and Wabi Cycles who put out a track bike with a 650c wheelset. Could that be the only manufactures putting out a market for people with short inseam lengths?

Rather than asking about wheel size, which is largely irellivant, What size bike do you ride? Lemur time?

my inseam length is 27.5cm. therefore, I would not be able to stand over any bike with a straight top tube equipped with standard 700c wheels.

Standover is the least important factor in choosing a frame size or wheels. Far more important is top tube length. I'm also short and cannot stand flat-footed over most of my track bikes, but they fit me perfectly. A track bike will have a highter bottom bracket, such that you will always have a higher standover than on a road bike. Also, Wabi no longer makes the Lightning, so the 650c model with a horizontal top tube is no longer available. The Fuji and SE have sloping top tubes.

I think your title is somewhat misleading. It sort of reads that you are looking for 650c wheels. But, actually you are looking for a track frame is made to use 650 wheels (which you state in your first sentence).

I built up a Fuji Classic Track 43cm/650c FG for my 10-year-old. He's a half-inch short of 5 feet.

Found a cheap used frame & wheelset on ebay, and I had a bunch of spare bits.

Looks like you need a seatpost with setback.

The nose looks like its in front of the BB.
