Old bike build
 
If I can find a complete bike for around $100 or so on CL (I have my eye on one), then all I really NEED is a new rear wheel, a freewheel and chainring, right? I can gradually swap out the other parts and do paint whenever.

Any tips on where to get wheels built with Surly hubs?

Don't even need a chainring. Most old roadies will come with two or three to choose from.

If you're going SS then you don't even need a new wheel, necessarily. Get an old enough bike and you'll just need to unscrew the 5,6,7 speed freewheel on there and screw a singlespeed freewheel on there. Some respacing/redishing of rear wheel may be necessary to dial in your chainline. I have a road triple where the inner chainring position seems like it would line up fine with a SS freewheel, maybe with a spacer behind the freewheel.

Get a bike with a cassette and you can get a cassette cog and a stack of spacers. One with a cassette would probably have a 130mm rear triangle, which would create problems with stock 120mm spacing of many single speed wheels.

Some bike frames originally intended for use with 5-speed will be spaced 120mm already. 6-speeders are often 126mm. 7-speeds can be found in 126 but are often 130mm. Velomine and some others will space/dish wheels to your liking according to their ad copy, all you have to do is ask.
