No tires or tubes here but the 50$ difference makes up for it.
These will be going on my single speed conversion Takara. With either of these wheelsets handle rough roads? I dont want to sink money into wheels that will need constant trueing.

Im a solid 220lbs currently; riding my bike to drop a few. I thought I could put a shimano style cog and spacers on them and ride?

The hub spacing will likely be incorrect, and the wheel will be dished. You'll be better off buying a fixed/SS wheelset from velomine.com

The bike had mulitple speeds before the coversion, now I have dished the stock wheel and added a freewheel. How far off would it be?

So much bad advice in this thread.
First, depending on the age of your bike, it may or may not have 126mm dropouts. If that's the case, you may need to cold-set the frame in order to get the wheels to fit. Often, however, the dropouts are easy enough to spread to fit without bending the rear triangle (just like prom).
As to whether they'll work single speed? Of course they can! You just need some cassette spacers and an appropriate cog. No need to dish the wheel at all. I do agree though, if you're looking for a budget single speed wheelset, you can't go wrong with velomine.

Are the Raleigh wheels posted of better quality than similarly priced wheelsete on Velomine? Thrown in the tubes/tires too.

Probably not. Tires look like Vittoria Zaffiro Pro II, with the tubes worth maybe $40 as a take-off. DP18/Formula would run around Around $130 shipped, but that's for high-flange hubs.
If you can talk him down to $125 it's worth it. Low-flange, quick-release and tubes + tires would be worth it at that price.

lowest he'd go is 150 (he reminded me everything is brand new), should I pull the trigger? By my math that's cheaper than I could put together off of Velomine all things included.
