SR Bike for Free... Where to start to make this a SS/FG?

SR Bike for Free... Where to start to make this a SS/FG?
Scored this bicycle for free... Probably going to take a bit of money to "restore" it and I am not a fan of stem shifters. So I was thinking SS/FG bike, but I have no idea exactly what I need, or how to find out what I need. My last few bikes were CL find Road bikes, and this one since it is in a "non operational" state seems like a great candidate. I'm not worried about aesthetics because I got a friend that can professionally paint the frame for me.
any advice or direction is appreciated, as I really want to build up a simple, low maintenace bike that I can ride back and forth to work.

What about it is non-functional? If it just needs simple TLC, then all you need to get started is a new rear wheel, with a flip-flop hub. Then you want to take off all the parts related to shifting, so the cables, derailleur, shifters, etc. Pull the reflectors, and you're technically good to go. If it were me, I'd replace the saddle, put new brake cables in,new chain and bartape.

The whole shifting drivetrain is in need of some serious TLC. One of the shifting cables is dragging on the ground all the way to the stem shifter.
I saved this bike from ending up in the trash, and want something simple, and fun. Can I swap over to 700c wheels from the equipped 27"s?

If you do switch it over, you may need to replace the brakes, but dependent on your price range, velo-orange does make pretty nice 27" fixed/free wheelsets

Cheapest option: keep it single speed. Take off the 5 or 6 cog that's on there. Get a bmx freewheel. Aside from checking that everything's working as it should, you're done. Though that seat does look uncomfortable.
More expensive: fixed gear or new wheels. Velomine. Check if you have 4mm to move the brake pads down in the calipers. If so you're good on 700c swap.
And I'd leave that paint but just clean it and wax it. I've always been a C and V guy at heart though.
