chain tug issues

Howdy folks!
I just acquired a very used fixed gear and don't have much experience with these chain tugs. The wheel will not budge forward in the dropouts at all and the chain is way over tight. I used an allen key to turn one side of the tug back as far as I could but I guess I just don't know how the tug works. What's preventing the wheel from moving forward, is the tug attached to the hub at all? How do I disengage the tug?

To make things worse one of the allen keys on the rear or the tug is stripped so an allen won't fit into it at all. As pictured the quick release bolt has been removed, I don't know why, probably stolen

ah. so in theory, if the allen key wasn't stripped, i would be able to back it off enough to get the chain off the cog and then it would just slide out?
I decided to break the chain and got the wheel off no problem.

Chain tugs are a useless leftover of an older time period. Now that you have it off, throw it away. Or since yours is NJS sell it to your cool guy friend.

how exactly are they useless when they serve the same exact purpose to fix a problem that still exists today, just as much as it did when initially designed?

Because for most riders, proper equipment installed properly will work properly.

If you're not riding on the track, you probably don't need one.
