I'd imagine for quick cog changes. Same reason his wheel isn't slammed.

what's up with peeps adding 2 brake levers but only 1 or zero actual brakes? just for another hand postition on the bars? or some new fad?

^ yes. track slack. not worried about hitting a pothole and having my chain fly off. don't get me wrong chains do come off on the track but it's probably a lot less than on the street. yes i need the extra chain for gear changes.

I actually just run calipers. Levers are for scrubs.

On mine, the left operates the front brake, the right one operates a bell.

The blue bottle is there because my other normal bottle had suddenly cracked in the sub-freezing temps the previous night. I'd been out of the saddle on the climb (one of six or so on that same stretch of road) for long enough for the snow to accumulate there.
Bottles aside, the bike has Ritchey drop bars with Shimano brake levers and brakes (yes, two of them... it's a fixie, but it's a long-distances-over-mountains fixie), Open Pro rims with a Phil Wood rear hub and a SON 20R dyno front, T/A cranks with SPD pedals, a 42x16 gear, dyno-powered LED headlight that my better half made, and handlebar bag, saddle bag, and handlebar bag/light mount that I made. My trusty companion for many years.

no im not actually workign its saturday i jus came to pick up my bike because i went out drinking w coworkers yesterday and didnt ride home

ill try to take some pics of the track bike sumtime soon

Probably just for looks. He's using a lockring and according to Carleton most actual track racers leave them off for quick cog changes. I'd be surprised if it goes on the track. Looks more like a "buy all the nicest parts" build.

Also, lockring use is about 50/50 from what I've seen.

I use one when I'm out there. Those damn beginner sessions require me to backpedal because nobody know how to maintain speed during warm up
