Nope, smooth.
It would be what's now called "superlight classic black". Not the velvety "superlight soft touch" you're talking about.
I'm not very fond of the soft touch texture though. For the lack of better words, it feels "dry and gritty" as opposed to "tacky and grippy with friction" with their smoothed finished microtex.
I can imagine the soft touch tape would be awesome with gloves on but I ride without gloves.

I could easily make a 57 or 59 work for myself. Loving that color combo for some reason and I have never been a big fan of blue.

Dudes! I've just finished my first ever build and it to say it was an amazing experience is an understatement. I acquired a vintage Batavus road bike that I sanded down and clear-coated, then converted to single speed. It's pretty smooth and quiet and feels so great on the road.
