There is no information about the frame itself so that's sketchy. Even more sketchy is the fact that the crankset "needs tightening" - are you ****ting me? Why try and sell something like that?

The parts are largely OK, but those two factors would make me avoid this bike like the plague.

Anytime someone says something is just a "quick fix" on something being sold, its usually butchered to the point of unfixable. I'd be wary of the bb shell being stripped out or something.

If you can go and see it in person, check it out. Only real visible problem is that the steer tube has cut all the way down, but that's fine if you don't mind using rise stems like the one pictured.

You don't know what the frame is, so assume it's something generic.
The cranks are tightened with an allen key, you're only doing up a bolt, so the owner either doesn't know how to maintain his bike or there's something horribly wrong in there. Having said that, bottom brackets are cheap, cranks less so, it depends on what's wrong.

Check the bike over. Has it been cleaned for sale or properly maintained? You can tell by seeing if the chain is in good nick, if the wheels are true, that sort of stuff. I you can't tell, don't touch it. If it's been poorly maintained, don't touch it. If ... ahh fuggit, just don't touch it.

It's unknown. The owner is a doofus (that crank). It's a horrid colour. If you're genuinely interested, have a look, take it for a ride (tighten that crank then ride it hard, see if it loosens). If you still like it, offer him a hundred quid. For three hundred, you should get something a lot better and his reaction alone should give you some hints about the sort of seller he is.
