This sound is starting to annoy me
My guess is its just the aluminum frame. It's not always there but riding slow or bumps.

Your cog is slipping.
That video literally gives us nothing to go by.
An aluminum frame (which has no moving parts) doesn't make noise. Something is loose somewhere. It could be as simple as one of the bolts holding your clips to your pedals.

Did the video work? It doesn't do it if I spin it by hand. I suppose I could film it now during the day.

The video works but it doesn't show anything that would actually help diagnose it.

I see your point. Let my film it durning the day. Not sure if I can get up close to the crank. At least that's where it sounds like its coming from.

Everything sounds like it's coming from the crank unfortunately. Usually, it's the saddle or seatpost that's doing it but it sounds like it's coming from further down. Yours sounded like something flicking against something, so you'll have to go looking. Does it only happen when pedalling? That is more likely to indicated a pedal or, as suggested above, a shoe lace or part of your foot hitting something. It could be a tight spot in the chain doing something daft. It could be a wobble in a wheel flicking against something. Have fun and be prepared to be frustrated for a bit.
My Hillbrick started ticking under brakes recently - it turned out that the front caliper wasn't centred properly, pulling it slightly to one side under brakes, and with the magnet for the front speed sensor set very very close to it, the magnet was flicking the sensor. The immediate fix was to move the magnet, the long term fix was to centre the front brake properly. Owners of new Brooks saddles often develop a creak in the crank ... which goes away when you squirt a bit of chain oil on the underside of the leather right at the nose where that leather is rubbing against the saddle frame. These examples are only given to show that noises are often not what they seem and tracking them down is like herding cats, only more frustrating.
