1. You don't have to ride brakeless to ride fixed gear.

Tektro calipers are decent and cheap. I'm running Shimano Sora, which are also decent and cheap.

I like the kind of brakes that stop you before you're stuck with nothing else but busting a sw8 skid into something that's not going to get out of your way.
If your bike is drilled for calipers, get calipers, if your bike has canti mounts, get cantis. it's not hard.

I always just use Tektro, I even used to use them on my old bmx's. I don't think I would notice between cheap tektros and an expensive set up. I always just slightly use them to slow down then use my legs to completely stop.

Any modern, dual pivot brake caliper will work fine - the biggest issue is getting one with the right amount of reach, though even this isn't a problem if your rear wheel fits close to the frame (like a racing bike).
The type of levers will depend on your handle bars and there are lots of options there as well.
If you want a recommendation, Tektro sell very good brakes and brake levers at reasonable prices.

Another vote for dual pivot road calipers with Kool Stop brake pads. Preferably 105 level or ultegra level but yes, basic tektro works too.

I've had DA 7800, Ultegra, 105, Nashbar and Tektro. All were spec'ed with salmon Kool Stops. They all performed well and I wouldn't hesitate to put any one of them on my bikes. I'm currently on Tektro r530's on the FG roadie and CR720's on the SSCX.

I switched over to some vintage calipers for an older frame and took some like new 40-50mm reach silver campy veloce dual pivots off. They have stock pads and an extra set of kool stops that I can let you have relatively cheap.
