Short stems give "weird handling" because they bring the hands closer towards the rear of the steer tube. This is especially noticeable with say, north roads, where the hands then end up behind the steerer.
But he's running bullhorns, so his hands are still going to be way out front of the steerer no matter what.

187cm is 6'1"+
Unless you're really weirdly proportioned or lying about your height, that's totally within the normal range for a 61.
Look for new bars before your stem gets shorter.
Find shorter bullhorns or DIY with the old flip and chop. Or cut down what you already have. Or get new brake levers that sit on the tops instead of the bar ends.
