Bottom bracket and headset okay? Track wheels spaced to 128 millimeters or is the triangle pinched? Aluminium road frame, steel fork, wheels...worth ~$225, assuming you know what to do with it.

im trying to buy it. The seller claims everything is good with it, is there any questions I should ask him before meeting with him to buy it?

I told you. It's a aluminium triangle. How did he handle the spacing mismatch? Test how the bottom bracket and headset bearings are. Don't take his word for it. How many miles on the wheels? Rims worn or untrue, evidence of hard hits? It's a stiff road frame. Is that what you want? What is he asking? Offer $200 if everything checks out okay.

don't buy it. if you don't know what this bike is worth, then you shouldn't be buying it. Plus, it's not very suitable for a single speed if that's what you want it for
