Looking for a small bike with a threaded headset and quill stem
I figure I am not likely to find what I am looking for, but I thought I'd try just in case: is anyone aware of a small bike (e.g., smaller than 50cm frame, ideally with 650C or 26" wheels), new OR old, that uses a threaded headset and a quill stem? Something like the Wabi 42cm frame would be perfect, but again, I am looking for something with a threaded headset, not threadless.

However, I do find it very interesting that the Feather has a threaded headset, which I wasn't aware of previously. I think it's great that there are still new FGSS bikes that come with this option. Bravo Fuji.

It's not single speed, but if you're open to a 3-speed rear hub, Linus has a 41cm mixte with 26" wheels, quill stem, and threaded headset.

It's partly aesthetics (quill stems do look nicer than even the nicest threadless headset), but more importantly, we have a front-mount bike baby seat, and it really works best with quill stems (have tried both threaded and threadless).

I was wondering why you were so keen on a threaded head set then BAM, you come out with a reason I definitely hadn't seen coming. Best of luck with your search. Maybe have a chat with Wabi or one of the other firms and see what they can make for you - sometimes the solutions are there, just not on the websites.

Just a guess here, but is the reason the seat does not work well with most "non-quill" stems (is there a specific name for the stem type?) due to how the face plate typically protrudes past the top of the body of the stem? If this is the case, there are regular stems available with out a removable face plate. Just a thought.
