Black Mountain Ridge Road, KY, is it paved all the way to the towers?

Looking at satellite imagery it looks like it isn't but I read online where it is. I'm wandering if its paved all the way to the radio towers, aka is it the highest paved road in KY or is KY160 at the stateline the highest paved road.
