Being in college, you should consider the possibility of racing collegiate. If your school doesn't have a team, maybe you could try to get some school backing and get one going. I race on a college team, but it is established and I didn't have to do any leg work. I'm sure someone on here knows something about it. I was just thinking it may be cheaper, especially if the school reimburses your gas and entry fee (which I bet would be a real possibility). I think you have to get the school's permission and apply to USAC or something. I read a paragraph about it on the USAC website one time.
Secondly, in my area racers can cat up to 4 after 10 cat 5 races (don't have to, but why...). Put in your ten, and then you can apply. I think it takes some crazy bad circumstances to be denied, if it's even possible to be denied. That would mean you'd also cat up from D to C in college. The college cats aren't 5-1, but are D-A. 4's can't race D, from what I've been told. Then the 4-3 jump is based on points or performance. Those reg's are on the USAC website, for future reference.
