Northern Virginia: what's with the trail patrol folk on the Mt Vernon Trail today?

Northern Virginia: what's with the trail patrol folk on the Mt Vernon Trail today?
Saw two trail patrol people today on the Mount Vernon trail during commuting hours (morning and early evening) around the airport (one by Gravelly Point Park and one south of the airport) keeping notes. Anyone know if that's usual?

I imagine they were voluteers with Arlington County's annual bike/pedestrian counting. There were counters at 19 locations on the MUPs, a bike lane, and sidewalk/intersections. They'll be out again tomorrow from noon to two pm. I believe Fairfax did bike counting on Wednesday and will do Saturday as well. Alexandria was on the same schedule as Arlington.
