As khuon got it - Windows XP, bar is called ObjectDock. I had a Mac skin, but like khuon had mentioned, it made the machine run a tad slower - I like the functionality of the dock bar moreso than the wannabe-apple look - you can google and download it.

But that ended up being too much of a resource hog having 3 independent OSes running at the same time. So I've trimmed it down to running OSX86 only and using the WINE API layer to run Windows programs without actually having Windows loaded:
We're closing in on the age of the universal OS that'll run any program. Most likely it'll be some sort of UNIX-based OS for its protected kernel and superior task & thread-scheduling; it can really manage multiple CPUs/cores with close to linear scaling.
