Looking for a Frame repair/welding shop in Tucson

I have an old (1984) Trek 720 tour bike that I have put 700c wheels on. The old canti brakes work, but just barely. I wonder if I would get better stopping power if the Canti pegs were moved down the fork by 4mm (the difference between 27" wheels and 700c wheels)

So anyone know of a shop that does a good job with bicycle welding?
