I think the very best deals are most often word of mouth contacts. If you belong to a club, let everyone that you ride with know that you're looking for a tandem. If you don't belong to a club, join one, or more than one. Participate in ride events that draw tandem riders, introduce yourself and tell them that you're looking.
Be creative and persistant. Our first tandem was low miles, mid 90's Burley Duet e-bay auction that didn't meet reserve. I contacted the seller and was able to cut a deal.
Our current ride is a T2000, 2001 model we bought in 2005 with 11.5 miles reading on the computer and still had the parting line nubs on the tires. It was listed on https://www.tandemclub.org/ and I saw it the day after it posted. The guy already had two full price offers but just didn't want to be bothered with packing and shipping it. I drove 2 hours the next with cash in hand, I won't tell you how much we paid or you'd cry.
We sold the Burley for what we had in it, still a good buy for the new owner, after mentioning on this forum that we had one for sale and were looking for a good home for it.
