Brake Options for Jack Taylor

I am setting up an old Jack Taylor for a couple of friends of mine and I am wondering about brake options. I am about to acquire a set of vintage appropriate 48sp wheels with Phil hubs for the build. I was hoping to use an Arai drag brake, if they are still available. What are some suggestions? Both riders are light, but they plan to carry gear with them.

Recently heard that Arai drum will no longer be made; however there are still several places that have them in stock.
IF a 3rd brake is desired, the Arai would be a logical choice. Most folks leave the control of 3rd brake up to stoker. However, pilot or stoker can easily control it with a thumb or barcon shifter.
Likely the Taylor has canti brakes which are still a good choice. Updating brake pads could be another option.
