What year are the Cannondale's?

Tough to know for certain. The photos are not very good. Based on the decal style and color, they both may be 2007 street tandems.

Regardless, both are the same style frame. Even though the left side rear brake mount can not be seen, I do not recall them using the "S" type that late into productions of these frames.
Also, both have been upgraded to a suspension fork and discs. The bike with the red disc carriers could have Formula brakes.
Unless trashed, each one is around $1000 to $1200 bike typically. Good machines, just that seems to be what the market value is on them.

I wondered if those weren't Euro-spec Cannondale Mountain tandems....
Cannondale gave up on the US tandem market a lot earlier than the Euro market so, while US buyers were only offered the RT or Street Tandem, Europe had the RT, a mountain version of the Street Tandem and an honest-to-goodness touring tandem with fenders.
It looks like the European distributor also updated the Mountain Tandem spec to include a suspension fork, which also changed the price point on the bike vs. the very sparse Street Tandem offering in the US. So, that's probably the source of the price disconnect with Paul's expectation. Moreover, the most expensive one of the lot comes with two sets of wheels and has been fitted with Hope's hydraulic 6-pot brakes, vs. the least expensive one that has Avid BB7s.
So, as for the year... I have no idea if the colors offered in Europe were the same as the US for the Mountain Tandem & Street Tandem models. The RTs were all white towards the last few years of production, but it wasn't always the case with the RTs. However, 2007 sounds about right as they were fitting MTs with the Rock Shox 409 fork in '07.
My guess is, the asking prices in Euro's are probably pretty close to fair market for Europe with the typical 10% - 15% negotiation buffer. The original MSRP was certainly a heck of a lot higher than US spec Street Tandems for a spec. that wasn't all that much different.

Unless you're living overseas in the Euro economy you'll definitely want to look at Craigslist here in the US and run the numbers. Just because 3,300 Euro MSRP and current asking of 1,900 Euro may seem reasonable in Europe, I should wouldn't pay that kind of money for a Cannondale with that level of componentry in USD. Heck, you'd probably come out ahead by going with something like a new MTBTandms.com Fandango outfitted to your specs.
The exchange rate between Euro and other foreign currencies vs. the USD has probably been a big driver in MTBTandems very healthy overseas business, as a lot of folks can get a heck of a lot more off-road tandem for their money by buying off-shore from the US.
Again, skin deep those are Cannondales that sold new for under $2k in the US with similar components. Moreover, the Rock Shox fork may not necessarily be the right fork for your weight or riding style / needs.
Just something to keep in mind. Do your cost trades; there are a lot of options out there.

FWIW, we have owned a Cannondale of that style frame, with a similar setup for fork (single crown Manitou), our components were better also and we had a Thudbuster rear seatpost.
We test rode a Fandango 29r, and immediately ordered one. The Cannondale, while nice, was no match against the Fandango 29r for the riding we were doing.
Tandemgeek is again correct, with current exchange rates you may be able o buy a lot more tandem for a little bit more.
MTBTandems.com, let Alex know that Tandemgeek and PMK sent you there for a Fandango.
BTW, if you plan to ride off-road, you really should be checking out the tandem forum at MTBR.com and see what if happening at Double Forte.
